INPA/TIPE Issues Inspector Warning

INPA/TIPE has recently been made aware of a mailing by Peter McCormack advertising repairs to bouncy castles and operators need to be aware that this is Peter Morrell (changed his name by deed poll) who currently has a Prohibition Notice served on him by the Health & Safety Executive preventing him from carrying out annual test on inflatable play equipment.

Peter Grand, owner of INPA commented, “as part of the PUWER regulations inflatable play equipment requires an annual test by a competent person. The Health and Safety Executive have stated that those operators who use a registered ADIPS or RPII inspector will have been deemed to have used a competent examiner and in all other cases it will be down to the operator to prove that their tests were carried out by a competent examiner."
He continued “in the case of Mr McCormack competence cannot be proved whilst the Prohibition Notice remains in force. It follows that any operator who has had inflatable play equipment tested by Mr McCormack are in fact not covered by the certificate issued. This may also result in insurance cover being void. "

It is imperative that operators understand that when using inspectors who are not registered with either the RPII or ADIPS have to be sure that their chosen inspector is competent to carry out an annual test. It will be their sole responsibility to carry out checks and establish competence. It is likely that competence could not be proved by assuming that because an individual has been involved in the inflatable play industry for a number of years he/she is competent to carry out an annual test.

TIPE ANNOUNCES TRAINING SCHEME WITH RPII

INPA and TIPE (The Inflatable Play Enterprise) are continually looking at ways of improving safety within inflatable play. It is a fact that most accidents occur through lack of or bad supervision and rarely though equipment failure.

Peter Grand, owner of INPA commented,
“since the introduction of BS EN 14960:2006, European Standard for Inflatable Play Equipment, the standard of manufacture and the procedure for annual testing has improved dramatically. The European Standard also includes a section on Operation and Supervision of equipment”

He continued
“The Register of Play Inspectors International (RPII) facilitates the training and examination of inspectors for various sectors of the play industry and it made sense that we should approach them with our idea. Following discussions they have agreed to facilitate an award for Operators/Supervisors of Inflatable Play Equipment. This initiative has also been welcomed by the Health and Safety Executive. We are currently preparing the draft syllabus and we hope to run the first course in early 2012.”

This latest initiative from INPA /TIPE is just a further indicator of their commitment to increasing safety within inflatable play. This new scheme will be available to all operators and supervisors of inflatable play equipment including hire companies, Local and Municipal Authorities, farm attractions, theme parks and all who operate or supervise inflatable play equipment.

TIPE/INPA INITIATIVE

TIPE along with INPA has secured a deal with a distributor of Handheld Anemometer's (wind-speed machines)

The move follows a spate of incidents where inflatable units have taken off in the wind. In a statement Peter Grand said, " BS EN 14960:2006 states 'the maximum wind-speed that inflatables should be used out doors is 38 km/h (Force 5 on the Beaufort Scale)' and the Beaufort Scale describes Force 5 as 'Fresh Breeze - small trees in leaf begin to sway'. This, of course, relys on a judgement call by the operator or supervisor on the day." He continued,"we received a number of emails from operators stating that they were being verbally abused by customers when they were told it was too windy to erect inflatables. It appeared to us that if we could come up with a machine that would record the actual wind speed in front of the customer then there really was no debate to be had. We investigated and managed to secure a favourable price from a UK distributor and immediately place an order for 100 units. The take up has been fantastic and we sold 80 units to operators in the first 24 hours."

This is the latest initiative from TIPE /INPA that continue to work to find ways of reducing risks even further in what is already an incredibly safe industry

Anyone wishing to purchase an Anemometer should contact INPA or TIPE

INPAS to support Birmingham Childrens Hospital

INPAS 2011 has announced today that it is to run a raffle during the first day of INPAS 2011 to raise funds for Birmingham's Children's Hospital.

Show organiser Peter Grand said, " we were told yesterday about a young local baby, Ellis, who has had to have major heart surgery. We also learned that the Birmingham's Children's Hospital wanted money to provide those creature comforts that children need having faced such a trauma. We decided to see if we could raise some money at INPAS 2011 and thought with time so short we would organise a raffle with prizes being donated by exhibitors. Raffle tickets will be sold during the first day of the show and will be drawn at the social event during the evening. We hope that the money raised will help in some small way."

All visitors are asked to give generously to this worthwhile appeal.

Excell Communications in Liquidation

If anyone has their mobile contract with Excell Communications in Telford, be aware that they are in liquidation. There are 4500 customers that we are aware of that had contracts with this company which involves a cash back scheme on mobile telephone contacts.

Unfortunately I've got caught up in this and this now means that my mobile contacts are now costing £60 per month more than before. Our sevice provider is Orange. We ended up talking to Orange today and were initially told it was not their problem but this attitude now seems to be changing having spoken to one of their managers. We will see.

Be aware that when you accept a deal, as we did, through a third party, then your contact is with the third party and not the service provider.

In our situation we are in a position where we are, theoretically, tied into a contract with Orange that runs until May 2012 (17 months) that in effect will cost us an additional £1020.00 pounds. If you equate an average of £500 per customer, by doing nothing, Orange will be £2,250,000 better off off. Not bad eh!

Anyway, we'll keep you informed of developments but in the meantime if any of you have contracts with Excell Communications let us know and we will advise you on what action to take.
